AI losing war but not making any units?

I hear some people say the race with Juggernauts was powerful and I wanted to see if it might be so.

. I make a game on a large random world. I picked the race with juggernaughts  and two I custom designed, plus two other vanilla races.  I played a six race but moved my leader to an island and did nothing. All ai run races were set to the same difficulty.  I used the code to run the game unattended and watched what happened.  The game is almost over, down to about 50 seasons. The juggernaughts mostly dominated the game, but one custom race has almost held its own.  The world has been split about 50 / 50 betwen them trading cities back qnd forth, but the juggernqughts are slowly qnd steadily chipping away and advancing their lead In power and number of cites / surface area controlled.

I paused several times in the last 200 seasons and checked out the stats on the two empire countries. ( all the rest are gone ) the custom one has 14 million gilder but is not making any units even for defense anywhere in the world.  Why would the AI stock pile 14 million credits instead of using some of that to rush military units to defend or try and take back the cities its loosing? I can understand it not building anything but why not make armies to defend or try and conquor the foe they are at war with?  It has plenty of iron, wargs, horses but is out of crystal. It is not restricted as to armor or weapon due to race.

Has anyone seen something like this, or understand why it happens?

err, perhaps it's waiting for crystal to build a unit ?

Wow, that makes no sense. Crystal is only needed to make elite units. You can still make decent ones so long as iron is available. So it sounds like the AI just crapped itself there.

I've noticed that the ai will stop moving an army at times. This would be at inopportune times too. Like It's at war with a powerful faction and a decent army it controls just camps in my territory doing nothing. All the while I see reports that its losing cities. For these instances I think it can be reactivated by going to the diplo screen and demanding it leave my territory.

Is this Insane difficulty? Because if not another good question which comes to mind is how did the custom race get 14 million gildar in the first place?

I'm not sure the AI knows exactly what defence is.

And this may be happening because its a custom race. Is the Yithril managing to rush buy units? I'm pretty sure the AI was never intended to have 14mil G, so it was never coded to go spend crazy.
