what is the difference with these two options? (disable all vs disable charms and left top corner)

what is the difference with these two options when I disable all and disable charms and left top corner?
first screenshot (disable all)
second screenshot (disable two options: left top corner and charms -> why are not automatical ticks disable all when I set this two options?)
is there a difference or not please?
