I researched the technology that allowed alliances yet creating an alliance did not appear in my diplomatic options even turns later. I had treaties with everyone, research, trade, non-agression, etc. How do you create an alliance?
Me and my juggernauts don't understand the concept of alliances, I'm sorry

You need both the Alliance-tech and Close relations with the faction you want to ally with.
I ran into the same thing. Guanathor called it. Alliance is not an option unless you have close relations with the Sovereign. When you are talking with the Sovereign, at the top of the screen is a slide. You need to get it farther over to the right where it says close. Than you can over an alliance once you have researched it.
