When you create sovs, if you create one and then create a second, it will have 8 points, but a third will have 6 again...
I ran into that as well a few times in 1.00. I thought one of the Empires for some reason got 8 points and when its randomly selected as the default for creating a new sov, it gave me 8 points.
This has been around since 9.13.
My first posted play-through had a sovereign which had too many points, and I had not noticed. It was embarrassing.
Im not able to repro this. Does anyone else see this? Maybe there is a particular trait I need to select to get it to give 8 points with the 2nd sovereign?
I'll look into it, I have done it at least twice, the Umber leader I created and my Drath leader both have 8 points. I will see if I can find how to replicate it when I get home.
Back in the later betas, I was able to do this by:
launching Elemental, starting new game, creating a sov, not saving it, hitting back button and then again creating a new sov.
Yup I just confirmed this. But you have to spend the points I chose 3 magics. Specifically I can only get this to work if I choose 3 magics in order down the line... death earth fire... in that order.

Thanks for the pointer, Parrot. I managed to narrow it further down. You only need to select Death/Life Apprentice, the rest of the points can be spent however you want. Now, go back to the Character Selection Screen and select Create Character again. If the faction displayed is the opposite of what you had before (Kingdom instead of Empire), you get 8 points instead of 6 to spent.
I tried pushing UP, UP, DOWN, DOWN, LEFT, RIGHT, LEFT, RIGHT, B, A, but I didn't get 8 points. I did get 99 lives and unlimited ammo though.
