Champions in cities question

With regards with "garrisoning" champions in cities; is there any way to level the champion if they are just sitting there?  I mean, I pick up a Champion, level them to get "buffs" in the Governing Tree, and then park them in a city and they never seem to level beyond what they were when I stuck them in there.  Am I missing something?  Because I hate to level them up a few levels, get them some governing perks, and abandon them.  Is there any way to level them without combat? 

Or am I missing something elementary?

The only way to level without combat (apart from small amounts from those books you find that give a bit) is to build the Adventurer's Guild in the city the hero is in. This will give a level or two early but isn't enough to be meaningful past that.

I usually stick them, by themselves, in a recently conquered city near the front lines, and let them reduce unrest, increase growth and help production. 

When the enemy armies come to retake the city, guess what's waiting a few tiles down the road from the governor?  A nice balanced army.  In one of my play-throughs, I had Janusk/Tearny reach levels 9/11 by holding Yithril/Magnar off, while mostly ending their turns in cities near their respective borders of my four front war.
