I just caught myself after having played a game (around turn 200 now, only for the fun/mopping up now, as AI is hopelessly behind after aggressive early city plant and some luck with good locations) and wondering what wilderness is really.
What caught me was that I have played all this time with a complete area (behind large ridge close to my starting location) still with all the lairs but fully develloped with towers and resources.What amazed me the most about it, was that I had accepted that this was the way the game was to be played. Wilderness is only wilderness for the occasional soft body running through, where mobs concentrate on. Any hardware on the ground is completly ignored. And I have accepted it. Which does not mean I like it (I hate it actually, as it creates a completely unlogical and unbelievable situation), but it seems the only way possible.
And yes wilderness was set to insane. (Also to stop AI a bit, which was set to Expert)
But please be open about this during launch, declare from the start that infastructure is NOT targeted by monsters normally. Make it clear from the start or people will feel cheated. Wilderness is only wilderness for walking troops. Infra is only targeted by chance movement.
