[0.98][BUG] Heroes that aren't leading an army can't use Hero-locations

Early in the game, when one of my Heroes was still pretty weak and was accompanied by a warg or dog, the animal was in the first position of the group instead of the Hero, and i couldn't use Quest locations and camps with that army.

Nice catch!  This issue is certainly related to the lack of management system for units on a tile.  This could be achieved relatively simply with a UI grid similar to the trade and inventory screens, with options to choose which unit is leading each army.

See post below, better explanation.

I tried to reproduce this in-game but it did not always happen.

What I had to do was follow these steps.

1. Create an army with a champion and a summoned creature. The champion leads it at this point.

2. Move in your sovereign to the army. SOMETIMES the game will display the order of units like this:

Note that this does not always occur - sometimes the order will be sovereign - champion - summoned creature.

3. Move your sovereign out of the stack. You end up with an army that looks like this:

Note how the champion is not leading the army any more.

Edit: I reproduced it using the same steps in an un-modded game. Can't be arsed to change the screencaps though.

Is this really a bug, or an oversight in game mechanics and UI design?  What exactly is there to fix, other than providing a way for multiple units and armies on a tile to be managed?  It is quite possible for an army to contain multiple champions or none at all.  If multiples, how does the game decide which is leader?  Ensuring that a quest can be completed by any army containing a leader regardless of its troop position (or that if an army contains a champion it is considered the leader), seems to be continually overlooking the fact that there is currently no way for the player to manage multiple units on a single tile.

The specific bug encountered here is that an army with a champion would sometimes be unable to enter goodiehuts or quests. What you are describing is important, but a separate issue. Derek Paxton has commented that multiple armies on the same tile is one of the large things they'll likely be fixing after release.

what you are specifically describing is a bug, however, we all agree the management of multiple armies in a single tile is not at all where it should be. There is a current task in to make it MUCH more workable, but realistically a 'perfect' solution is probably not coming until after release.
