[0.980][Issue]Now I see other factions only after I'll talk with them

In all previous incarnations of game I got opposing factions in my list just after I see them. Also, I got greetings from them, so I couldn't miss them.

No more. Now it's me who need initiate negotiations. I can walk around opponent's cities ten turns in row, and still be "unaware" of it, as I never tried to talk.

Why such modifications?

It appears the AI players are not interacting with each other as well, so it must be a bug.
