[bug?] can delcare war and force surrender same turn

If you have a fraction of lower power is encountered you can declare war on them and then before exiting the conversation go to treaty and demand surrender. Kind of a cheap tactic.

 

The reason I think this is a bug is that if you exit the conversation after declaring war; they will refuse to speak to you for N turns....

I've noticed a few similar bugs.  Interactions with other factions need not to wait till the Foreign Relations window is closed to take effect.
