Icons Move or Jump Out of Fence

When I delete an icon/file that is not in a fence from my desktop, an icon moves out of one of the fences and places itself where the icon/file that I deleted was formerly located.

The icon that moves out of the fence is an icon that I used right before I deleted the icon/file that is on the desktop.

Anyone else having this issue?
