(Suggestion - 0.952) No fertile squares!!!

I just started playing Elemental - Fallen Enchantress 0.952 again after a long break. Since I last played the game has improved immensely so that's good. However, I find there is one problem that I think needs to be urgently addressed and that is the rules around the placement of cities in regards to fertile squares and city exclusion zone.

Essentially, the problem seems to be that all too frequently the only fertile squares where you could possibly place your second city are within your first city’s exclusion zone.

I don't know if this will work, but can we try dropping the exclusion zone, instead making it that each new city needs to be within that faction’s border. For one thing that would result in more organic looking growth of the factions.

The whole point of the exclusion is to make the player choose only one city for that area. The design is balanced to only allow a few cities for each faction. If we could just build them anywhere, there would be no meaningful choice in where we place them.

With release approaching 1 month away, I would be baffled if Stardock went back to the drawing board on city building locations. In addition, I've read in other threads that map generation has been looked at and will be shown in beta 5.

Let's wait an see what it has to offer before we panic. And yes....if the map generator is as bad as Civ 4's was, then I will be panicing!!! But so far, it looks REALLY good, and I don't think Stardock will backpeddle...so we should be in the clear. phew..
