[0.952][UI] Cannot click objects behind event list

This is a frusterating new change to the game. I often try to click on units at the far right side of the screen where the events like "An enemy is in your territory" show up. I also like to zoom in and out of the map using the mouse wheel and not being able to use that portion of the screen is restrictive. Please make it so that I can use the mouse wheel to zoom the map even if there are notices there. The problem is that the icon only takes up a small portion of the screen visually but the button takes up the whole width.
