culture showing wrong

When you hold your mouse over the plaent the planet display comes up, like it should. But if you look where the culture is, it is showing 0.7 and 0.5, sometimes it flickers to the correct culture rate and then back to the 0.5.
Can you include a fix in your next patch please.
