Comparatively very few...however any and all programs and graphical 'enhancements' will have 'some' impact on a computer's system/graphic card....just as a higher resolution and greater colour depth will.
TRUE fanatics of 'zero-resource-usage' would stick with text-based computer operation....Dos screens only...
It's all about personal preferences....many people will be playing MP3s via WinAMP as the 'work' but that will use a heck of a lot more resources than WB will....

Right now on my system Windowblinds is using 4,932Kb, for comparison - ICQ is using 15,460Kb - CoolMon (a small line of text which shows cpu usage)6,752Kb - Winamp agent (while winamp is NOT running) 2,892Kb - McAfee virus scanner 4,808Kb....

So you can see Windowblinds takes very little memory, especially considering what it does. One thing to remember, if you're using XP, the Luna type native skins also use resources and in fact, use more resources than Windowblinds.

Like Jafo said, if you worry about resources, don't run Windows. I did some tweaking with my machine lately, resulting in a 50% drop of XP's resource usage (except that the errorllogs where overflowing), which says enough.

Listen to Dave.

As peope said before me: not that much, but still a little. It uses no more resources than XP's default theme uses, but of course more than if there were no themes or skins used whasoever. Keep also in mind that some skins use more resources than others.
At work, I run XP in "Classic mode". No skins or themes whasoever.
At home, I only use small and fast skins.
