I use Vasari Loyalist and always after colonizing 9 planets or so my 10th or later planets tend to stop constructing logistic structures and phase gates.
The silhouette of the structure is there but the builders dont recognize it even if i manually move them towards it or even use their ability icons. I hope the devs fix this bug.
Usually this happens when your logistic or tactical slots are at fully capacity, and you just ordered and upgrade for those slots. The building will get placed in this case, but the constructors will make no progress on them until the planet upgrade is completed.
Its also possible the Vasari Loyalist titan building a phase stabalizer could fill up your tactical slots right as you're about to build something, preventing any more work on it until tactical slots are available.
The slot upgrades have been researched and nothing was being built currently. The builders just sat there doing nothing. My titan wasnt in the grav well to drop phase stabilizers.
I'll try to record a video next time it happens. Also if the logistic slot is full, you cant drop the building down. I'm saying that i have the capacity to drop down buildings but the builder wont recognize the command to actually build it.

If you queue up the logistic upgrades on the planet, you can immediately set down structures to fill that expanded capacity. They will not begin building however, until the logistic upgrades complete.
