Another use for superweapons

As superweapons are pretty much useless due to Starbase and recent techs that turns a bombed planet into a boon, would it be prudent and neat that these cannons be able to fire a smaller projectile that damages starbases in enemy wells?  In the future, we may find some ridicoulous situation where a group of five TEC loyalist players able to build ten Argonovs around a planet or twenty in a star to create a chokepoint, a really stupid plan but impossible to crack.  

There should be some drawbacks and advantages to prevent abuse such as:

1.)  Planet must be continously scouted as the projectile needs updated targeting info otherwise the projectile is destroyed inroute.  There will be a slight time to reaquire the planet before the projectile self destruct.  This prevents weaker starbases in the rear from being destroyed.

2.)  AM cost for firing will be the same as the normal projectile.

3.)  Starbases hit may have some of thier abilities disabled for a time.

4.)  Projectile should be affected by shield mitigation so that the fleet jumping in will not attack a starbase hit by a few shots and destroy it easily.

5.)  Splash damage limited to an area around the SB or it will be a shooting gallery to kill everything in a gravity well.

i think this is a pretty good idea but going to be in game? doubt it

How would a projectile accurately hit a tiny speck of a starbase, and nothing else, from light-years away? Then again, these things are already travelling faster than light without phase (something that's always bugged me) so hey, why not :P
