did you try to run the game when steam was in the middle of downloading/installing the latest update
Try reinstalling both the Steam client and your game. After doing so wait until it is fully patched to the latest version and try running it again (through Steam first, just to make sure).
You do realise that you have to launch Rebellion through Steam, right?
Also, the latest version is .80.

Then go into offline mode, so you can lauch without steam.
