weird AI bug

the advent AI seems unable to deal with pirate bases blocking their expansion. they will assemble a large fleet and just sit there with it while continually sending scouts into the pirate base. they will also spamm deliverance engines and fire them repeatedly at the pirate base with no effect

Honestly this seems to be any AI, but not all of the time so it must be one of the strategies IE (Aggressor, Fortifier, Researcher, Economic). They stop expanding and sort of sit around using super weapons on the pirates while you steam roll them.
