pirate mercenaries, wheres the research?

ive looked and i cannot find it, playing as TEC Loyalists i think.

 

i have brodcast towers and i see the option to use them, but the research for them does not seem to be there. is this a bug?

That is a TEC  rebel's specific tech. When playing the TEC rebel faction it'll be under the diplomacy tab.
