Boarding not working!

Looking for some help with this.  Just got the beta and it looks awesome! I cannot however, use the new TEC Capital ship to aquire new ships through "Boarding".  I am making sure that it is taking the DPS from the boarding spell, and that I have fleet cap for the new ship, but I am certainly not getting my new ships!  What am I doing wrong?

Same issue. The support BC seems incomplete.

Its seems to be a bug. Boarding Party ability does not actually apply the "Boarded" Status on ships.
