[0.86][Bug] Encumbrance Scale Overlap Confusion

Depending on however the scale is supposed to work, this is either only a typo or it's a bug in addition to a typo.

The scale says:

Light<50%

Heavy 50-75%

Encumbered 75-100%

So I take that to mean 49% or less equates to Light encumbrance. If so, then the logic isn't working correctly for my Champion:

I suspect the logic is actually correct as implemented and the encumbrance scale is just listed inaccurately. In other words, the scale should say:

Light 0-50%

Heavy 51-75%

Encumbered 76-100%
