Fleet Supply being used for pirates?

With TOR up whenever I lose ships I never recoup the supply if you mouse over the supply box it list different types of pirate ships as using my supply which means that every time I lose ships in order to replace them I have move up the supply tier.

For starters, the local militia you ally with using TAR doesn't effect your supply.

With Pirate Mercenaries researched, the pirates send you waves of ships regularly, they appear at random planets you own, under your control. If you need to get rid of them for supply, you're best off scuttling them.

Ahh ok Pirate Mercenaries didn't realize I had control of them I thought they were just doing nothing making my gravity wells ugly lols.

Alternatively have them use after burners into the nearest star.

Nope, tell them to blow ship up if you want to free up your fleet supply. Just make sure they're aren't any titans around and send them on suicide missions. Or just scuttle them for free money.

When they die, then the pirates send more.

Instantly or do you have time to use the supply you have recouped by scuttling them?

Next time I am not going to bother researching the pirate mercenaries. I want to control how many and what type of ships I have and where they are! I think that either the mercenaries should be free of supply or get rid of them. It's like paying for satellite TV but it is beamed to a TV in any house in your street at random.

Or at least better control on when you want them and where. I know they fixed that with the rebels but it would be nice for the pirates to be the same way. Or at least a bit better controlled.
