[.86] leader/empire options balance suggestions

I think there needs to be an effort to balance out some of the character empire traits and perhaps spell schools. For example a leader can choose to start with 2 bandits or with the ability to summon any number of shadow wolves at any point through the game. A leader could have +3 gold per turn AND -20% off upkeep or +25% vs beasts. Some empire traits are a little odd too..like death worship with no life worship? Maybe slave lord should be an leader trait? Endless league seeems overpowered..legacy and the snake talking one migght be better leader traits..

Perhaps leader traits should be specific non stat benefit that only benefit that unit or the city he/she is in like snake talker or death worshiper and empire traits are stat based like culturally preferred weapon (all units get +1 when using x), or Kosher (units cant use salted pork for healing)

Just fyi Endless legion only affects the base cost of the unit. So you are typically only saving 20 production per unit produced. The master smiths ability is actually considerably better as it reduces all armor and weaponry. However neither of these affects have any influence on traits or equipment.
