[0.77 Bug?] Resources and Cities

When Building Iron mines, if the mine is completely separate from any city it will build by it's self in a few turns but if its adjacent to a city, it will be placed into the cities build queue and wont complete until everything else is done. Since in the early game I often have several other things needing to be built this can be massively detrimental. I haven't checked if other resources behave like this but I'd guess that they do.

Is this working as intended? Is there a way to manually separate a resource with a city?

There is one advantage to connecting a resource to a city - it can be rushed to get it finished sooner.  But apart from that, the only other advantage is that they can't be pillaged separately to the city.

Still seems like I'd be better of in many cases building early cities 2 squares away from a resource and just joining it later. Pretty counter-intuitive

Yes, and sometimes you don't want to do that because the right square has high food and reasonable materials, so you don't really have a choice if you want a good capital.
