[BUG] A couple of Stacking issues

This probably isn't a big secret but it's kinda a big deal.

1.) Cannot move my stack onto same tile as a  caravan regardless of nationality.

2.) The A.I. can move their stacks onto caravans regardless of nationality therefore creating situations where I cannot attack them.
