It's hard to see, but that center 'green' area is a wilderness zone, and there is nothing in it to kill or conquer, yet I cannot build any outposts or settlements within its borders. Not sure what happened to cause it.
I had the exact same issue in a game, I was hunting all around to try and kill anything and everything I could find and I accomplished that goal. There was another AI competing with me for the area. I assume he must've killed a monster that wandered out of the area, because it eventually flipped over and the area could be colonized.
This happened to me too! Really annoying. The flavor text upon finding this area said it was a place where people would enter and disappear forever. Some people thought it teleported you to other parts of the world. Others said there was a magic city, and if I conquered it, I would get immense riches. So I sloughed through the area... and there is no city. No great monster. Just a few lairs that were, granted, owned by some strong monsters. Is there suppose to be a city in here? I really want to take over some of the resources held in the area, and can't.
Also had problems getting The Scrapyard to be conquered, as well as then Avalon-ish city.
