multiple empires same race question

is it possible in any version of the game to create say a human only universe, with multiple empires, or is it just one empire per race?

Not sure what you're asking. It's possible to create a set of opponents who all use the same super ability, race picture, ship style, tech tree, et cetera. The rest is a matter of flavor.
