CAN SOMEONE TELL ME WHY I HAVE UGLY BLACK OUTLINES AROUND MY ICON PACKAGER XP ICONS!

I have been using icon packager for a while and one time i decided to use large icons on my desktop but after I went to my regular small icons they looked messed up with black outlines around all the icons even when i dowload new iconpacks and install them but when I go back to using large icons they look fine again, is there a way to fix this any help is appreciated!

you might find people more helpfull if you DON'T SHOUT at them... as far as your post goes, I havn't a clue.
