[1.19c] End of Turn Delay Makes Game Unplayble !

After every turn there is about a 45 to 90 second delay before I have control of the game again. If this is going to continue, might I suggest some sort of animation so that I know my PC has not locked up. Not a single out of memory  or CTD on this build :D   But this delay is killing me!!

Here is the most recent save I have, I have tried all 3 recent ATI drivers for my card, 5770 64, bit with APP, 64 bit without APP, and the previous 64 bit Win7 driver that was stable prior to1.19c!
