Problem: Sovereign in campaign can't cast strategic spells?

I have asked in other forums and it seems Relias should have a Cast Spell command, but he does not. Can someone from Stardock please investigate this and tell me if my game is bugged? Or if I'm crazy and just doing something wrong can you describe in excruciatingly fine detail the series of mouse movements and clicks I need to do to cast a spell? Thanks...
