what type of toolbar is that?

in duopixel's latest upload Schwarz II suite,there is a toolbar at the top of the screenshot... i see this type quite often...what is it?

I'd email the artist and ask them as they may not frequent this board. Clicking on the artists name allows you to do so, or just post this question in the comments for the skin.

My guess is you're talking about ObjectDock.

You can get the toolbar by right-clicking over the taskbar and choosing: Toolbar > New Toolbar. Then you have to create a folder for the toolbar. You can drag and drop icons over it. Hope that helps. This help was provided by - DuoPixels and delivered by ME.
