I got the spell of making pretty early in the game, and all my heroes require 100 intelligence to use the spell...... except the sovereign, who can cast it with only 30-some intelligence.
Is this intentional? 
I had to reload to an earlier save and hold off on not casting it so I could continue playing.
Yep. If you don't like this mechanic, just change the 1 to a 0 in the following line of the ElementalDefs.xml:
<IsSovereignExemptFromSpellStatReqs>1</IsSovereignExemptFromSpellStatReqs>
Yeah your sov does not have to meet the int rating. I dont know about anyone else, but if they did need 100 int I would never be able to cast it. I think the highest level my sov has ever obtained is between 10-12. It seems like when I get up there I never progress and that is even when my sov is involved in every battle.
100 int might be impossible to obtain. I've had stats near 50, but that's with a lot of books. And 50 is way far away from a hundred. And, I have also never gotten a Sov far about level 10, with 12 being maybe the highest I have obtained. So maybe it is 100 so thematically, it has to be the Sov casting the spell? Either way, not sure I like the mechanic.
It sounds like the 100 INT for this spell is intended to keep anyone BUT your sovereign casting the spell...
