[1.10] Constructing buildings bugged

Do you have mods installed?  I didn't think the watchtower even existed anymore as an improvement?

Nope, no mods. I made fresh reinstall just to be sure. Weird.

with mods or without - the same problem doesn't dissapear

is this with a stock faction or a custom faction?

does the faction have a minor faction tag in it's xml file?
