[1.1] Bug? 2 granaries in the same city

A city can have 2 granaries one kingdom granary and one empire granary. Is it intentional or is it a bug?

Not a bug. Empire and Kingdom buildings are different. It's just one of those odd little quirks.

If someone has to ask if this is a bug or not, then it at least is poor design and should be fixed.
