Best Shell Replacement for win 2k???

I'm wanting to create a particular GUI, but haven't a clue as to which shell replacement/program I shouls use to acheeve this. Which is better than the others? I need to do this with minimal programing, (reg hacking/sys files ect are ok) I need to be able to add transparency to objects, scrolling, skinable "things", not too much of a resource hog, and be able to integrate a program into the desktop. (i.e-say to have a calculator built into the taskbar, or slide out from it etc...) any advise whould be apreciated! THANKX!!!!

I'm using a base litestep configuration in conjunction with DesktopX and ObjectBar. Between these programs, there's pretty much nothing you can't do. Ever since ditching explorer, my windows has yet to crash, and Litestep has a much lower CPU/memory overhead than explorer.
