BUG: Tactical "Fear" spell affecting enemy attack value not morale

I can post a screenshot if you'd like, but this is easily reproduced.

The tactical "fear" spell is reducing the enemy's attack value by -20, not the morale value.

Heh, this could also be the spell "Confusion" malfunctioning.

yup...it's confusion that is doing it...but that isn't what the documentation says confusions hould be doing.
