Empire version of a palace

Been stumbling through the Empire tech tree, after becoming familiar with the Kingdom. I can't find an empire equivalent to the Palace (produces 7 gold per turn, and maybe some prestige).  Did I miss it?

There are also some weird absences, such as an inn (for +1 prestige). Am I such a dictator that no one can sleep or drink in a crappy inn? I think the empire equivalent is a monument, which gives +1 prestige.

There is no palace, and you don't get to progress past shanty housing either outside of the refined housing tech.

Yeah, empire gets shafted in a civics research. Their war tech tree seems a bit quicker and better though.

Ahh...that explains it. Darth Vader would have only allowed shanties.

 

 Although, to get offensive weapons (for archery) I had to research warefare several times before it finally showed up (the random "unlikely" vs "likely" issue.

I understand about the palace, but what's wrong with shanties? They are super easy to get to compared to Houses for Kingdom.
