1.08 Beta Sovereign Balance Request/Offer

While it is nice to see an attempt to rebalance via changes to tracker and organized, the built-in sovereigns do not seem to have changed (I could be wrong) and still remain unbalanced to each other (in some ways even more so).  E.g. Verga still has a ‘talent’ for his History, not a profession.

FROGBOY - I've previously proposed a balance at  https://forums.elementalgame.com/393334/#2774920  and am more than happy to volunteer to freely do the work again for the Devs to make them balance as part of an update (not a mod), say for 1.09.

As an aside, I'd also like to see rebalancing limit the number of books of magic people usually have - as discussed elsewhere in the forums - to help make every sovereign a bit more unique, but that's a separate issue.
