[bug?] AI trading is whacked

i was messing around with AI trading.  I went from Faction to faction to see if there was anyway to make any gold off of excess resources, nada.  then i went to the minor factions.  i thought "hey, they don't have any resourcese, they will give me top dollar for this stuff!"  I was right, they valued resources higher than any faction did(still not much).   but then i went to ask for gold to pay for all the goodies i was offering.  the AI valued its 900gp at 22,500gp.  1gp equals 25gp?  that is insane!  please tell me that this is a bug.  if it is a feature, it has got to go.  trade in general needs looked at, but this is just over the top bad.
