How Do You Board A Transport?

I can't figure out how to do it. There's no "board" command. I have my army in the same stack, yet when I tell the ship to set sail it takes off without them.

Make sure you're not selecting just the ship out of the stack.  All I've done is just move a stack of units onto the ship and then move the stack out into the water.  If you click the ship icon out of the stack you are telling it to move as an individual unit away from the stack.
