Prestige and Population Growth

Has anyone found what ties Prestige and population growth together?
The Population section of ElementalDefs.xml doesn't seem to do anything, atleast no matter what numbers I put in there 1 prestige is still 1 pop growth

Hm, need to look at this because population growth and prestige are one of the main things I want to change...

Prestige is how many people are attracted to your city a turn. 5 Prestige = 5 people = Your city grows by 5 per turn.
