Custom factions as well as custom leaders?

Will there be custom factions as well as custom leaders?

Will you be able to design your own faction (spending points etc) like the race creation (custom) in gal civ, only in elemental? I really hope so, I know you can mode/design your own, but I much prefer a way to do it ingame via a point give/take options method.  ((As well as designing who i face))

I am 85% sure a Faction Editor was talked about, if not in day0 I would expect it soon.

There was an ingame faction editor like the Sovereign editor in the beta, but they decided to move faction creation to the realm of modding because they didn't like the results. According to Brad, all the abilities of the factions felt too similar. But there are some guys around who are already working on little tools that will help to create new factions more easily.
