Plan on selling used games

If I sell my used games, such as Sins of a Solar Empire, how do I go about transferring the registration etc to the new owner?

Interesting question, I know you can gift a new games to someone.  :S

to my knowledge this is not an available feature at this time.  you can move your own registrations to different accounts but its an all or nothing deal and not meant to support what you are trying to do.
