Fences won't enable on desktop

I've just installed the Fences application on my 64bit Windows 7 machine.  Everything seemed to work fine and I can run the 'Customize Fences' setting app.  Everything seems great. However, when I try and create a 'fence' area on my desktop I simply get the right-click context menu but no 'fence' area. 

The only fence option I see is a right-click context menu item that says 'Enable Fences'. Clicking this appearss to do nothing.  Any help would be greatly appreciated.

Curious to know if this post is being read by anyone? I can only get to it by selecting 'My Posts' menu item. It doesn't appear to be showing up in the Fences forum.

I assume you are right dragging a rectangle and not just right clicking?

When you let go of the right button, a pop up should come up saying: "create new fence here".

Works for me on Win7 64.
