How do I change my default language?

I want to install multilingual games in English, not German

from Stardock Forums

Whenever I download multilingual games, like, for example, Osmos, the game's language is automatically set to German (which is my system language). Changing the language afterwards is often only possible by editing config files or the registry.

What do I have to do to have all games installed in English by default?
