GC:DA... Neutraliy Learning center not appearing after selecting Neutral

I could swear this has happened to me before, but all my searching for previous posts hasn't turned up anything.

Is there a way to reset this without starting a new game? Are there other prerequisites I need to meet to have the building show up? If it helps any, I had to pay to become neutral, then quickly paid off the debt.

When you select the Neutral alignment, the tech is made available to you. You have to research the NLC, then it will show up.

*sigh* Yeah I noticed that when I loaded my game back up... mod please delete my stupidity...
