I just started a new game with v4.1.1, after having just finished a game that was fine in v4.1.0, and I have no option to improve my planets with housing. I have no mods installed, and started my new game with the same faction (human) with just a few trait changes and upgraded AI intelligence. Some of my planet tiles do have the housing bonus tiles, but no housing improvement available.

Update: So I figured out how to restore a previous version in Steam (the most recent available version was 3.3) and started a new game ... and STILL no housing improvement option. So now I'm at a total loss.

The only other thing I did after my last working game was to delete all the save-game files and custom ships from the My Games/Galciv4 folder.

You do not get housing on turn one in the Terrian tech tree you must research the Planetology tech that allows housing

I had to go to a turn one save I had to verify my answer as I was not certain of it.
