Where did my ships disappear to?

Hello,

I am new to GalCiv2, been playing for 2 weeks now and still on my first galaxy. Up until today everything was going fine it seemed but after a couple weeks, some of my more advanced ships just disappeared.

For example: I had cargo hulls that had space for 75 units and now they are back to the original 60. Same with the corvettes(small hulls) that I created.

Also my fleet logistics used to be maxed at 9, now its at 0.

Now I think some of these ships/fleets still exist but there is no fleet/ship icon on the map, just an empty blue halo that says 'guard' or 'sentry' under it.

I do have logistics and miniturization researched.

I'm just curious as to what happened and how I can fix it if possible?

There is a mega-event which causes all empires to lose access to their empire-wide abilities until they research the cure--check for the cure tech in your tech tree.

Ive probably been hit for like 50 turns of this disease. Anyway my civilization can recover compared to the comp civilizations?
