pacts with the manic AI

So I'm playing a game (after recent patch) and got some diplomacy going. And I was suprised and delighted to finally be offered a pact by the AI. I was like, wow! I accept! The AI refused... I didnt think they could do that. I mean, they offered me a pact, why would they not want the pact on the grounds that I was willing to make it with them?! What was weirder was I repeatedly recieved a whisper and voice track saying they wanted to quit the pact when they already had. So, eventually (to shut him up), I withdrew my hand from the pact too. Now (a bit later) a different AI offers me a different pact, which is even more shocking because I am not really in good standing with this guy (I think it might have been a he's good with me but not vice versa situation. I swear I was at 5.8 or something). So I accept. He refuses. I swear. He complains about it. To cut the rest of this short, I eventually won by diplomacy whilest everyone kept proposing pacts to me but were never willing to go through with it once they saw I was on board.

So, does anyone know what the heck was going on? Does this happen to other people? Is this a bug? Do you feel an urgent desire to propose something to me up until I go to shake hands on the deal? Do you then desire to repeatedly refute the whole incident until I take my hand back? Do you have a door I could borrow to beat against my head?

The only time the AI has withdrawn a pact with me is when my relations with them went down.  Are you sure that hasn't happened to you?

This was reported as a bug back in the beta.  The recent patch might have reverted whatever fixes they made to it.

You dont understand. They offer a pact and instantly withdraw from it when you accept. It takes time before they offer it again, but they do the same thing again. And all the AI does this all game. And instead of them breaking the pact and being done with it (which would be an issue still), they repeatedly tell you they want to break the pact every 15 seconds until you withdraw on the pact to (oh, it leaves your 'hand' extended like you were the one who proposed their pact).

My graphics card just broke, so I cant attempt to re-create the bug; and this happened in 1 game I've played with the new patch, but it was all game and very annoying
