AI envoy usage

So the last game I played with Diplomacy 1.01 I was teamd up with two hard AI's vs 3 other hard AI's on Twin Empires. I started next to one of my AI's and the other was across on the opposite side of the map. I far away AI got quickly isolated and eventually beaten. The other AI next to me got pretty big and we eventually beat the other AI's out of existance.

My complaint however was this, during the ENTIRE game my friendly AI sent one envoy ship that spent a grand total of about 30 seconds in my territory, and his relationship to me barely ever got above 10. On the other hand by the end of the game I had a 17.5 towards him and had every pact researched and agreed to between us. It wasn't because he didn't have envoys, he had about 5 of them sitting in his home planets (about 2 jumps from mine) doing absolutely nothing. On the other hand my enemies constantly kept sending their envoys to me only to have them destroyed.

Am I the only one that has had this happen? It seems ludicrous to me that my ally wouldn't send all those useless envoys to me and gain treaty bonuses.

I've seen similar issues. One game, there were 7 AI's, 3 in my star system. At one point, one of those 3 was my ally, the other two had ceasefires with me. The two each had envoys on most of my planets, the ally had none.

At one point, I quit the game and loaded it up again later, after which I did notice my ally moving envoys my way. I figure something got reset and the new start forced it to re-evaluate what it was doing.
